Position Title: Renewable Energy Program Manager

Project Description:
The USAID Palestine Renewable Energy Project (PREP), aims to significantly advance the Palestinian energy sector to support affordable and sustainable energy independence in the West Bank with a focus on improving electricity access and reliability by strategically incorporating renewable energy. This is a three year project commencing around September 2016 and ending around September 2019.
The Renewable Energy Program Manager will play a key role in building the Palestinian Authority (PA) energy sector institutional capacity to support increased clean energy generation and grid integration, and in promoting the benefits of solar photovoltaic electricity and/or other renewable energy generation through the development of sustainable pilot activities.
Key Responsibilities:
• Design and implement a sound and appropriate monitoring and evaluation (M&E) system for PREP, including developing the logic/theory of change as a basis for activity monitoring;
• Provide technical advice on activity monitoring, particularly during early implementation and activity close out;
• Consult on the evaluation approach, including gathering and analysing data and reporting;
• Provide strategic advice to Chief of Party and Senior Advisers on program performance and quality issues;
• Provide support to Senior Advisers and partners to collect, analyse and use performance information for program improvement;
• Ensure quality assurance principles guide the timely preparation and submission of required briefings and reports;
Skills, Knowledge and Experience:
• Bachelor’s degree in business, economics or related field;
• Demonstrated knowledge and skills and in-depth hands-on experience in designing and operating large scale M&E systems for international development programs;
• Demonstrated ability to develop constructive working relationships with a range of government, private sector and community stakeholders and provide in-depth quality advice on communications;
• Demonstrated experience in designing, implementing and monitoring a communications strategy, for a large-scale and complex international development program;
• Excellent oral and written English skills;
• Understanding of cross-cutting issues including environment, gender equity and social inclusion and;
• Strong interpersonal and cross-cultural skills required.
